Introduction to Flood Control Monument (哈尔滨防洪纪念塔) The Flood Control Monument is located in Harbin’s Stalin Park. The monument was built in 1958 to commemorate those who lost their lives during the years when the Songhua River overflowed the banks. The designers of the monument were Bagis Zelev, a designer from the former Soviet Union and Li Guangyao an architect from Harbin Institute of Technology. The Flood Control monument was officially unveiled on October 1, 1958. |

Travel Tips 1. The average temperature in Harbin during winter is -30 degrees. If you plan on visiting during winter then you need to wrap up warm with appropriate outdoor clothing and comfortable snow boots are recommended. 2. Try to avoid visiting during Golden Week and summer holidays. |
